Temporary and international protection
International protection statuses and the registration, province of residence and transfer procedures for people under temporary protection.
Protection in Türkiye is governed by two regimes: international protection based on individual applications, and temporary protection for mass influx situations.
International protection (YUKK Arts. 61–63)
- Refugee: a person meeting the Convention criteria because of events occurring in European countries.
- Conditional refugee: a person meeting the same criteria because of events outside Europe; may stay in Türkiye until resettled in a third country.
- Subsidiary protection: a person who cannot return because of a risk of the death penalty, torture or indiscriminate violence.
Applications are made to the Presidency of Migration Management, and the applicant receives a registration document. Decisions such as refusal can be challenged through administrative and judicial remedies within short time limits set by law.
Temporary protection (YUKK Art. 91)
Temporary protection is governed by the Temporary Protection Regulation. Beneficiaries are registered, receive an identity document and must reside in the assigned province. Travelling to another province requires a travel permit, changing province requires authorisation, and changes of address must be reported.
