Work permits
The types of work permit foreigners need to work in Türkiye, how to apply, and what to do after a refusal.
As a rule, foreigners may work in Türkiye only with a work permit. Work permits are governed by International Labour Force Law No. 6735 and issued by the Ministry of Labour and Social Security. A valid work permit also counts as a residence permit.
Types
- Fixed-term work permit: tied to a specific employer; its duration is set within the legal limits and can be extended.
- Indefinite work permit: may be granted to foreigners holding a long-term residence permit or a lawful work permit for the period required by law.
- Independent work permit: for professionals working on their own account.
- Turquoise Card: for foreigners considered qualified by education, professional experience or investment.
Application
In Türkiye, the employer applies through the Ministry's online system; a foreigner abroad can also apply through a consulate. Work permit exemptions apply in certain cases listed in the law and regulation.
After a refusal
A refusal can be challenged before the Ministry within the period set by law; if the objection is rejected, the administrative courts can be applied to (Law No. 6735, Art. 9).
Working without a permit can lead to administrative fines for both the foreigner and the employer, and to deportation.
